I've not heard of any unless today's livestream said something about it. It was intended to be available upon release before it was delayed, so I don't expect it will be too long away.
Hardly. The main idea is to create your own dynasty, name, motto, and coat of arms. You'd only be "customizing" the first ruler. Not game-breaking stuff.

Low priority for you. Ruler designer is one of the most desired features by the community and was a big selling point for CK3. Also, the feature is already designed, just not implemented due to some issues they ran into. It's not like the whole team is on hold until this single feature is done.
The point about designing a ruler being "overpowered" is quite moot. If someone wanted to game the system to get the best traits they could simply search through the thousands of starting rulers until they find one with the "perfect" traits for them. Also, the designer is almost certain to have some sort of points-based system for assigning traits so you don't simply create a superhuman.
Which, by the way, people can already do if they are really intent on doing it. This begs the question...what do you really care? It's a single-player game. If you don't want to create your own ruler for whatever reason, don't do it. Just know that almost everyone else does, and that is what the developers are interested in.
damn didnt know about this. Really hope this comes out soon. I love challenging starts, but some of the coat of arms is a big turn off for me. All the powerful dynasty get the nice looking coat of arms.
What a stupid opinion.
The idea behind the whole creating your own custom dude from scratch is just dumb in my view. While it is a feature that I realize will and should be implemented, I just hope they dont make it a top priority unless it's super easy to implement. I realize people think it's cool to negate the starting rng and just do your own thing, but pretty sure you can actually already do something pretty darn close to ruler designer. You can edit the starting characters dna allowing you to change apperances a lot, and I'd suspect traits along with that. It's already in the game as I've seen. You just have to enable a dev mode of sorts.
I play this game multiplayer oftentimes. It's why I care. In ck2 it was an issue a lot, as I'd try to coordinate groups but then that one guy always had to make a super op character when everyone else didnt use the creator. It was pretty stupid in thos situations and we just had to restart the save otherwise that one dude has an advantage.
I cant care less what someone does in their own game and their own save. I just dont want that feature first. It's not that important and is purely cosmetic with no real gameplay addition.
As for multiplayer you can set the parameters of what types of character can be played. I don't see any reason why, if you wanted, that a host could disable custom rulers.
Lastly, using a mod or digging into editing files in the game is not a player-friendly method to creating a custom ruler. A major part of CK3 is the narrative of the game, and being able to start with creating your own ruler and dynasty from scratch adds a lot of investment for players to appreciate.
So again, the feature was already planned for release and was delayed. It's not holding anything up for development. That's not how the process works. If you don't like or care or want the feature then I'm not really sure why you're even here.

Fair enough man, I feel you've made plenty of valid points. Thanks for your perspective. Hopefully it doesnt take much resources for them to push this update so they can do the other stuff too.
I don't have any numbers for you, but they've got a pretty large team. I'm sure the designer feature is not any kind of hitch. All sorts of people work on various assets and features all the time. You can be sure they have people working on bugs, QA, current improvements, future improvements, and even people working on future expansions. It's a large effort. They're not going to hold up anything for this one feature. They've already shown us that by releasing the game without it.
