Correct. Warfare is a huge part of the dlc Adventures of Sargon. It is not in the base game. Only as a variant.
I found this post by the dev in another thread:

So maybe there is warfare later in the base campaign? And in some of the stand-alone scenarios? (I only checked three of them).
What the post says is that the warfare mechanic can be used in scenarios and standalone variants of campaign missions. So not in the base campaign itself. The base campaign was already finished when the warfare mechanic came to fruition in the dlc.
The dev wrote in another thread:

As a variant later added yes.
I'm doing the 7th mission now and was wondering why there wasn't warfare. I restarted the mission - just to see, not to play, as I'm too far into the mission to replay it - and I see there's a dove and swords game option. I didn't know there was a warfare on/off option. It could be made more obvious and, of course, it's not indicated in a game manual...

I wasn't expecting the options so I didn't see them. :)
Also I'm a senior. I like manuals.
Aside from a manual, information can be conveyed through a wiki or a more comprehensive in-game help guide. There is a wiki for the game, but it only has about one page of gameplay-related information. The in-game help guide covers the game's basics, but leaves a lot of stuff unexplained.
While I think this a great game, I do get frustrated at times at the lack of explanation about various aspects of it.
I am 45 years old, i don't like manuals. Back in the day trial and error through playing did go a long way. Manuals were pre-tutorials and updates from devs i think. I follow the updates to this game every time, so i guess i knew of the variants being implemented. Still, the buttons are pretty big. ;)
Since two-thirds of the players in this thread did not notice the warfare on/off toggle, I'd say it could be made more obvious with some text.
