How to design custom monument/temple?

I picked the design my own monument/temple option. I built the warehouse for it.

When I try to design it, it says "missing resources" and it won't let me place anything.

Do I have to wait until the monument warehouse is completely full with all the bricks needed for the project before I can start designing?

I got enough bricks to build one piece of the monument.

Is there not a way to design the monument first?

I would wait until you have enough bricks to make a good start.

That's a big bummer.

Is there a cheat for the game that unlocks everything/instabuilds, so one can play around with the design/get accustomed to it?

Also, is there any reason to build the monument larger than the minimum required size other than visuals?

I think it would be good if there was a Monument Designer section, accessed from the Main Menu. One could design monuments there and save them to import into the game or share on the Workshop.

So the only reason to build parts of a monument outside its minimum required area is for visuals?

Can the monument be cut and pasted, like other buildings? That would at least mean it could be moved if the initial positioning wasn't right.
