Yes, there is. It's located in the upper left corner or you may press Q or Space or if you want to designate a specific key. Go to Settings > Key Bindings.
Example: 0.1 - 3.0
there are players who like to play fast and others who like to play slower.
With a slider it is possible for each player to set their speed in the single player.
As an example: Pharao, it is optimal there.
I hope the developers make a change.
Also, Railway empire went the same path...they started without custom speed multiplier and later added it due to popular demand ;)
