Air design can be a little funky, especially early on and when needing to find just the right design going through that bloody menu over and over....
I'm a big fan of helicopters and thopers however! I'd always recommend those! Tactical and Level bombers of these can do great work as ultra mobile 'artillery.' But do note that your first helicopters will be terrible, barely having an op range of more then a few tiles. You really do need those linear techs to make them better, In my game I have heavy level bomber thopters that can reach 25 tiles! And they aren't limited by airports (but have higher readiness when operating from them.)
Nope. But I can't say I've seen the AI use them in any of my games even-though they are supposedly able to.
They aren't too big of a deal vs the AI really. You can do good work with rocket artillery if you need the extra bombardment.

Also a great issue with the aircraft design.
Telling me how much fuel a tank holds, how much something weights, the power of an engine, all of that is meaningless, it doesn't really matter if they use liters, kgs, lbs, whatever, all I need to know is how many tiles it can fly
Sigh
Yes, that was another poor UI choice by Vic. Every step should be focussed on range.
There is an Aircraft design guide though: https://steamcommunity.com/sharedfiles/filedetails/?id=2313512236
Try a design with a light engine, biggest wings, 5000 whatever it is fuel, no weapons or cargo hold and see if the brief tells you if it can take off, or has too little range.
But yeah I 100% understand the frustration, it's a black art at best. A frustration hunt for the perfect combo at worst.
I'll still suggest helicopters as they are FAR simpler to design.

Wait, rockets inside of an atmosphere? They are VERY inefficient engines to be using outside of an airless moon.
Do you have a propeller engine type?
Aren't rockets just jet engines we see in regular modern aircraft?
No those are like solid fuel rockets like we use to get the space shuttle into orbit.
Jet engines and Turbo-Jet engines are like what we use on most aircraft.
