This is old, and some of the issues may have been patched out, but this should give you some idea of what you can optimize for to reduce VRAM usage without really negatively affecting your gameplay experience.
Minimum requirements are basically "get the game to load and run, but will look like ass"
Anyone gaming right now on a 3GB GPU should expect to be upgrading soon, as even 4GB would be considered below spec for modern games.
I don't know what hardware you are rolling with but it sounds like an upgrade is way overdue and you have the audacity to blame others for... progression, that you are not keeping up with I guess? I'm not one to upgrade every year as you can see but frankly even from my perspective you are brutally behind.
VRAM usage is based on graphics settings and resolution too. Are you trying to play the game at lowest settings and resolution and still dont have enough VRAM? Or are you using higher settings/resolution?

Min specs dont assume high settings. Meeting them doesnt automatically mean you can run the game at 1080p on high settings.
Ofcourse it requires more then the minimum, that is what recommended is for.
The recommended for this game is 6GB. On 1080p with higher settings the game uses just over 4GB. (up to 4.3GB ish) With performance settings, it uses just below 4GB.
You can still play a game if you dont have enough VRAM, but it will slow the game down to some extend.
Nothing to with ''excuse for poor optimization''. Its always been that way. If you want a good experience aim for atleast recommended. Otherwise accept minimum and hope they were modest or just didnt test enough, and it still ends up running very well for you.
Most devs or publishers set their recommended pretty low too (because they want more people to play their game and have a good experience), so its not a hard standard to meet for most games.
