I understand that the new AMD drivers apparently fix this but I have an old series 300 card and the new drivers do not support it.
Is there any particular area of the map this can be easily seen in? I'm in the Nora lands for now (haven't done Seeker at the Gates yet, so can't get into Carja).
(EDIT: I watched the video and I noticed this guy's texture popping is especially severe, whereas mine seems a bit smoother, so I would again look to the drivers as a possible source of the problem in concert with the physics engine.
I also notice it's affecting shadows thrown on the ground too, so yeah, physics engine.)
*Well, I'm not on the last update available since everything was working until now. So I guess there is one 'update' I could try if need be.

I'm using 21.12.1 and im not having this issue, but I also have a different gpu (6800xt)
I've got the exact same generation (R9 390) and couldn't cause the weird exaggerated foliage effect. IDK why!
I'm playing at ultimate quality, with framerate unlimited. Refresh rate set to 144hz. (but I have a freesync monitor, so variable) V-sync off, HDR off, Full Screen; 4k resolution. All the rest set to default/off.
Fps is around 75~ish average. Lowest it drops is 70ish, with one exception (certain endgame place with a lot of fire) where it dropped to 60 fps.
