FSR has a better scaling algorithm, therefore the image will look better than simple upscaling. Besides this, FSR also has a sharpening pass, to make the image even better.
FSR Ultra Quality at 1080p is slightly under 900p. I won't lie saying it looks exactly the same or better than native 1080p (even more so if you had sharpening directly to 1080p), but it looks really close to native and better in spots.
*Only applies to "Ultra Quality" mode, even AMD themselves state that the other modes noticeably degrade the image.
That is mostly only true for the very highest presets of FSR and DLSS.
Higher preset = lower performance gains, image quality doesnt decrease much.
Lower preset = much higher performance gains, image degrades significantly.
FSR was developed mainly to bring low end cards up to 4k capability.
No, the point of FSR and similar techs is to make games less taxing to run and increase FPS at the desired resolution (in this case 1080p)with ideally only a small loss in image quality.
The focus is not resolution or visual clarity, but fps.
I agree with folks that it may not work at all at 1080p. At 4k it's sharp and looks just as good as native, at least in some games.
That said I do not use DLSS or FRS in this game, because it runs fine for me natively.
I think FSR is worser than using the TV upscaler... or the GPU native upscaler. It's a good try but a bad tech. It's just like DLSS 1.0: good try, bad results.
FSR 2.0 on the other hand is pretty good. I heard this game will be updated with it. Let's wait and see how this unfolds. I also heard that God of War have the same drawbacks as death loop but it's pretty damn close to DLSS. DLSS is still the best result but FSR 2 now is good enough.
There are no signs of any work being done on the game.

There also hasn't been any movement on the steam depots for the game since the last patch.
No new beta branches or anything.
It's the subtittle that confused me. "God of War and Horizon patches". As they talked about FSR first I assumed Horizon would receave too. I don't know if Horizon will ever be touched again but would be a good adition.
