Is Watoga Underground a new area added with Wastelanders?

Seriously, first time I went in, I thought it was gonna be a metro station, and was wondering why they'd have a metro where there aren't any other stations anywhere

And the Ally quest to explore Watoga Underground is broken. You battle all the way through to find a bugged NPC that doesn't respond because Bethesda hasn't bothered to fix it yet. But I guess we all have time to run through it again to try to get the quest done.
