I don't think you can share perks yourself, with that little charisma.

3) Actually had people yell at me for sharing cards as it messed with the build. Don't ask me how, but yeah.
People seem to think low charisma makes a better character.
Even then most the rank 1s being shared are useless because people already have them in their builds. Like Stranger In Numbers, nobody wants to be in a group relying on someone else's perk, then suddenly finding themselves overburden because the guy sharing it left.
Most people rarely even pay attention to what they share. I have seen Stranger in Numbers shared by three other players in the same group....
People fail to see that in a good group of 4 players perk sharing becomes really overpowered because it can give each of the four 9 extra perk cards if they are complimented correctly. Think about it, that is 9 points of luck cards that could be shared.
So yeah, most are paste eaters when it comes to using a cooperative system like this and well get used to it because it going to change. The additional of SPECIAL legendary cards that gives out and easy 5-10 SPECIAL still barely even changed how many people can share perks.

so most people get 3-5 points to get everything even remotely good in that one
Rad reduction messes up bloodied builds.
Damage Resist messes up Berserker builds.
Cannibal is annoying for anyone who presses spacebar.
Dodgy can drain AP fast.
You say that like it's a bad thing.
I've noticed from some of these replies.
I usually share maxxed cola nut or critical drinker. All it takes is 2 points in charisma to share something and it boggles the mind how few the number of people realize they can share them.
edit: if it really is just a game full of min-maxxed 0-1pt cha players then ugh. I'll have to start keeping track of the good ones who actually know how it works.
I only share inspirational if i am team leader or if there are all lower level players who cannot have rank 3 yet.
A lot of players seem to team hop to try to find shared perks they want. I cannot be bothered changing my build every time someone joins a team for a few minutes and then leaves. It is very annoying changing my build and removing a perk that someone is sharing only for my build to break as i did not notice that person left the team so i lose the perk/s.
That card does not affect vampire weapons. Most people use vampire weapons to stay alive.
A majority of deaths comes from the fact the game is stupid because it keeps using diluted stimpacks by default.
Plus you forget if everyone shares the perk card then you just wasted 3 sharing slots because only one out of four has to share it.
