I might have gotten the Dome numbers mixed up, sorry if I did, I don't go there often anymore.
I don't know if in the past it was like that, but I just crafted a level 1 Hazmat Suit[imgur.com].
Thanks for the tip; however, the problem is that new players can't instantly go to those places yet. The other problem is that, when you pick up a Hazmat Suit, its level depends on your current level (edit: usually).
You can get the plan from responder vendor bots (like the one in Morgantown Station); it costs like 1,000 caps, though.
There's a couple at Dyer Chemical. Usually 2-3 on shelves.

I agree; it's quite expensive. It is still a good idea for volunteers and well-intentioned nukers.
