I got my chinese armor and fixer today at lvl 54. So fun to sealth kill everyone with out triggering alarm.

I think, the plan is less important than a "good" Fixer.

Check the map for player's CAMP who sells 3 stars Legendary Weapons. A good Fixer is sold between 2k and 10k caps.

Remember, this is an end-game weapon, so it's worth the caps invested.
