They even have radiation, but call it sanity. It works pretty much exactly the same, comes from comparable sources, reduces max HP, and causes mutations (called whims in OH). And that's just one example.
The OP calling it all round better is delusional though. There were a couple of better elements (like, you could move your "territory" (C.A.M.P.) of any complexity with 0 issues, which felt amazing in comparison to FO76), but it's overall a worse game.
My conspiracy theory is that the Amazon Prime show re-ignited enough player interest in FO76 and FO4 that Bethesda went back and "washed" FO4 while FO76 had spent years patching its game into something playable.
Now that the show is 100% into Season 2 *production* and FO76 is promoting 2-year roadmaps and Bethesda is promising a FO5 production shot sometime before 2050, it's time for the internet to come in and rip off the mechanics while hammering home a stale opinion from 2018 when people still knew wtf an IGN or Metacritic was
