I'm having lots of fun with PA + melee weapons right now.
As for cards, all the melee and PA boosting cards.

bloodien max inteligence comando build with full secret service armor. game is asy and no one is going to kill you exept aa in daily ops, and some random ♥♥♥♥ if u unaware.

Alot of them ... !!! Depend on the Legendary Attributes on your weapons/armor and the perk cards you use.

Fine tune with what you have and there's your "Best Build" ... !!!

Serious answer here:

First, choose if you want to be low health for the damage boost from Bloodied legendary effect, or sacrifice a bit of damage for an easier time managing your health along with a bit more survivability.

Next, choose if you want to use Power Armor or not. Low health builds get extra secondary stats from Unyielding legendary effect (not available with Power Armor) or they can use the very powerful Emergency Protocols on Power Armor for extra survivability at low health. Full health builds are better at sneaking without Power Armor, and much more survivable in Power Armor.

Finally, choose a weapon type to specialize in. Full-auto rifles with VATS crits are among the highest DPS in the game, no matter what you chose above. Heavy guns are always a solid choice, and there is quite a variety of them. Melee weapons aren't the gods of DPS like they used to be, but they still work well. Chainsaw and Auto-Axe have mostly taken the spot that melee weapons used to fill.

just play whatever style you like, in the end you can change your perk cards to whatever build you like as long as you keep leveling up. best starter build is either a PA melee build or just try to go for a bloodied build and get faster xp. if you play for awhile you might change your mind and go for a completely different build. its really going to come down to whatever feels the most fun for you to use.

100% Pure Human Berserker. We used to have our own uniform and that was the Hooded Rags but some diversity hire at Bethesda wanted to play dress up and took it away-

DPS, damage and exp

Probably SS - Unyielding bloodied at 5% with food buffs - railway / fixer

Survivable full hp

PvP - Full Union PA (poison resist at full set) with 5x assassins, 5x cryo, 5x sentry (cold is a popular pvp choice, poison is also popular, then sizzling legendary perk to stop fire and you are literally unkillable while in stealth, and only my cheater deleter level of weapon can kill you if you are out of stealth [TS E dragon using a vats crit does more damage than possible max hp])

Strangler is also popular as it gives you bonus damage on attacks (up to 400 per hit and when player damage is capped at 110 per hit thats pretty strong)

PvE - Full Union PA with 5x overeater, 5x ap refresh, 5x sentry (almost no enemies use cold, gives you some beefy AP refresh)

PvE - non PA - SS is probably still about king... some of the armours might give set effects, I've got good unyielding SS so I just run that out of PA

Bloodied+Unyielding or Anti-Armor/Mutant's+ Overeater's (Junkie's and Aristocrats, but you gotta keep track of stuff)
Then either heavy weapons (you can add in demolition) or auto-VATS, depending on how you want to deal your damage.
This is if you want "the most damage available to deal", but you can be competitive and comparable with most things and you shouldn't pigeon-hole yourself into something you don't like just bc you feel like you gotta have an OP build. Once you get geared up, you'll have a hard time not wrecking anything that tries to kill you anyway. Fun and feel should be your priority.
