That hurt. Two-shot is considered better.
That's the missing part of the equation, what is it you want to one shot?
Personally i like the bloodied / Commando / stealth VATS build with my Fixer thats ignores 50% of the armor. Alot of enemies goes down fast. Commando build means automatic weapons, Rifleman build means single shot weapons all depends what you like.
In short? You can one shot enemies but some are way harder to kill in one shot. Depends on your build, weapons, gear and Legendary perks.
The damage you can get from a Plasma Caster crit is pretty awesome. From what I recall it will one shot most mobs but it won't one shot something like a Op boss. It will mow them down fairly quick though.
Of course there are a bunch of perks that will help you with crit damage etc but it is pretty beastly as is in VATs. I actually got tired of it because it was like using easy mode (not that this game is hard or anything, but you can go auto-pilot with a good PC build.)
For normals, my Gauss sniper rifle in stealth mode one shots pretty much everything except 3 star legendaries and colossal bosses (of course) . I also use VATS and target the head.
I can also one-shot cars which is much more satisfying.
