Report a translation problem
the trick is mousing over the signhs and when two or an entire section that isnt a word gets marked its a "hack".
click it and you either get one dud removed or your tries reset.
combined with more hacking levels youll never fail again if you let your mouse wander over the entire text. its taking so long that most ppl stopped hacking for fun and profit and just grind public events
Only go for the duds/reset when you're at the last guess.
Anyway, it's not that the text isn't real text or displaying odd, it's that it displays so tiny that it's hard to read, since it doesn't zoom in on the in-game terminal's screen when I engage with that object.

Exiting the terminal and coming back doesn't solve it.
I forgot to try the 1st/3rd person switch approach, will test next time.
There's a "legendary" perk that lets you auto open locked things and terminals. Doesn't help with reading, but it does solve the need to read the terminals, most of the time...
Another is get out of power armour if in it.
I'm getting to old to remember all the bugs and workarounds in this game...
