It's the effect of a Lunchbox, a temporary stat boosting item another user probably used near you. It will wear off; it's possible they did this as an effect for new players, too, though I'd heard nothing of it. Usually things explode; check the Bloody Mess perk.

I get head explosions and blood splats when I focus my shots at heads, so yes there's gore. I hear Starfield has absolutely no gore though.

Loads of gore, you can completely gib your targets.

I used it lol. Didn't think anything of it. That explains it.

If the buffs had time left when you log off. They will still be there when you get back in game.

You can check which buffs and their duration from your pipboy, scroll to the side from the first tab.
