ESO development is 1000% better than the development in 76. More World that is Canon correct, more Story that is Canon correct, NetCode that is actually optimized with appropriate server side resources. The difference could not be more Black and White.

You can play solo and is alright.
Problem is optimization, net coding. I'm telling you, ESO after 10 years it's a master piece compare to Fallout 76. Hell, I'm installing Fallout 4 again because I couldn't move with my power armor in 76, and before you tell me, no, I wasn't carry too many things. Answering your question again, You can totally play solo, join other people activities like the world bosses in eso, it would be fine, but ESO runs better even with bad servers ,that game runs way smoother.
If you'd just asked people here we could've told you the actual issue - your fps is too high for interior instanced areas.
You have to cap fps. Most seem to cap around the 150fps or less mark which should fix problem.
I barely team up then only play with real life friends. Or i team up in a causal team with the double XP event (for getting 4 int).
Fallout 76 is its own unique thing, but some of it is part Rust, part GTA/RDR online and part MMO-lite but not sectioned off like most, actual full open persistent online world (or multiple if you are into layer hopping) which I appreciate
That being said, once I decided to start playing on public, I'm always teaming up. I have yet to experience any considerable downsides to it. For all the games faults, the coop is pretty well done in my humble opinion.
