I have done everything in the game with a Raider PA set and an Excavator set. Their stats are poop compared to T-65 but the practical difference in using them is minimal. With good build and good legendary effects i was just as tanky as any other set i have used.
The difference between your existing Ultracite set and a T-65 set would not be much at all.
As mentioned the only sets i think worth bothering with are the ones that feature a built in set bonus. So Excavator, Hellcat, Union and Strangler heart imo.
Even without any built in bonus T-65 is decent set though and if you really feel the need to collect it and have the gold to spare i would say go for it. Buy it from Minerva when it is on sale for 25% off.
Just be aware that the T-65 emergency protocols plan cannot be bought from Minerva. It is locked behind the main quests and buying it from Regs at the secret service. My PA character has not done the quests (as i have done them too many times) and i got stuck unable to get this plan for T-65. Decided to go with Union as my main set as it is more useful anyway.
and with this 1 set it makes sense as to why we never see it again must only be 1 true t65. they just sat on the plans for 25 years then you come along hey i can make that.

The T-65 has obvious design cues to WH40k Space Marine Power Armour. Compare the helmet with it's central ridge.
This pairs with the other new Hellcat armour being Space Marine Terminator Armour.
I think that's why I hate them, they are the closest copies and lazy design Fallout has ever had. The BoS has always been a Space Marine clone, but now they just went all in and said "Stuff it".
