Agreed, certain melee weapons can't be modded which lowers it's endgame viability, but there's a lot of fun to be had running around hitting dudes with a god roll shovel you called grave digger or whatever.
Not sure if it is just me, but i would prefer swing speed 2nd star on a bad prefix over not having swing speed on a good prefix.
Also AA melee in general is not ideal since if you are melee build you will likely be using incisor perk that gives 75% AA. I would use AA prefix weapon only if i was not running with incisor.
Much better to just use the biggest AA reduction, in this case incisor, or you will experience diminishing returns. Having a prefix that adds damage and using incisor at max would be what i would go for. Just my 2 cents from my own experience with melee over the years.
