That seemed to work a bit better. While I was at it I switched back to full-screen and was able to access the bottom third of my monitor.
Except for one or two other games I have more trouble with Fallout 76 than all the others combined.
Not sure what to tell ya there. Check your graphics configuration program (nvidia control panel or similar) and double check that resolution is set to atleast 1920x1080 or higher. That will depend on your setup. Next, check the aspect ratio. 16:9 and 16:10 widescreen is standard. Now you should check the size and position. It could be that you have somehow limited the screen area. Also, it is worth a check to unplug writting utensils or tablets etc. I have a cheap one that seems to interfere with controls at times. I have not used it much since.
Go to game settings and controls. There are X and Y sensitivity sliders. Turn these down and see if it helps you with your issue.
