I'm kinda curious, though... Why do you want to go Unarmed in Power Armor? I don't believe you can use any unarmed weapons in PA. All of your damage would come down to perks, mutations and Tesla Bracers. I'm not saying it isn't viable; It could work, but I think you may struggle later in game, if I'm being honest. You'll definitely be tanky, but I think your overall damage output will be pretty low. I'm also not sure if the energy damage from Tesla Bracers even stack. I do know, however, that the energy damage from the bracers does not increase on power attacks.
Thank you for the inquiry! I just want to do this build because it looks fun. Melee weapons are probably better, but punching things is funny.
I have a friend I want to play with who is a stealthy sniper, and they are in need of an agro sponge because they panick at close range.

Yeah, that's why I didn't ask for T-45 specifically. Even if I had the bracers, my build wouldn't complement them well until at LEAST 50, which is why I'm looking for a large range of possible Tesla Bracers.
Why not try play without 'cheating'? (I know, I know...)
T-45 works for you at your level so i would say go for that if you want something to use now. I agree with what you say that it would be preferable to be Lv 50+ and just get the best Lv 50 set you can and mod that so you do not have to upgrade as you level up from Lv 17. Levelling to 50 does not take that long at all with some help from friends. The tesla bracers mod costs 5 yellowcake flux per arm. So unless you can get hold of a lot of flux it would be a pain to need to do this several times as you upgrade your power armour on the way to Lv 50+.
T-45 tesla bracers mod plan can be bought from vendor bot Phoenix at Watoga or from the BoS vendor in the Whitespring mall. You may need to server hop to get it in stock.
I had tesla bracers already on a few of my sets so it was a nice bonus for it to suddenly do much more damage. It did not work anywhere near as good as this previously. It certainly is a very viable build now to go completely metal fists only and never need to touch a gun at all. Yes it is unintended to be working this well. It could get fixed and do much less damage like it did before, so be aware it could change in the future.

I could use 2 little T-45 arms with Tesla Bracers while I work my way up to LvL 50.
However, if you wanna go the extra mile, I'm aiming for a full set of T-65 with Tesla Bracer arms, but I would need to do more research on what mods are most useful for an unarmed build. Would you have any suggestions or ideas?

T-65 is not tradeable between players. Same for Hellcat, Union and Strangler Heart which is a variant that uses Ultracite PA as its base. All others are tradeable.
Tesla bracers are the best arm mod for unarmed damage.
Best defensive mod is Emergency protocols on the torso. It requires you to play at under 20% hp but gives you 50% more damage reduction on top of the 42% that PA already gets. Plus with a melee playstyle you are going to be getting hit a lot so this extra damage reduction plus the blocker perk at max in strength is very handy to have.
Plus being at low hp synergises well with other perks and mutations that will increase your strength (which increases your melee damage) and melee damage directly. However these are things you will be working towards and not getting them right away when you are still low level. Just something to aim for as you level.
For legs calibrated shocks is the go to mod for more carry weight. Especially for sets other than Excavator and Union that get extra carry weight built in, it is a must have.
Helmet i always go for the intelligence module (or whatever it is called) that adds +2 intelligence. Each point of intelligence is approx 3% xp and since PA cannot get the unyielding prefix legitimately, every little bit helps. Personal choice here. Some like the targeting hud mod i have been told.
