What are the best spots for PA to spawn

Currently trying to get a full set of anything but always ending up with under leveled pieces and still missing helmets

There are roughly 6 spawn locations in and around (nearby) Watoga, this is your best bet, Some are on rooftops, and others are behind locked doors.

For the armor, its based on the level you are, Intelligence affects the condition. Area of the map, on the weapon/armor level, so Cranberry Bog, T-60. Mire, T-51 to T-60 closer to the Bog. Savage Divide, T-45 to T-51. Toxic Valley and Ash Heap, Depending on the area, T-45, T-51, T-60. Forest, Raider. Also, depends on who loaded in the area, if they are high level the max level parts, if low, then low level parts. So see if you are the first to the area, and check where the armor spawns, and keep picking up junk to reset the pick up limit. Mix and match until you get to the Level 50/45 Power armor you want.

Name the Frame like "*T-60 L50 PA" Then Flux Away.

Equip these Cards when working on power armor,"Power Patcher", to fix your armor cheaply, and "Fix it good" to over repair your armor.

But, if you do the treasure map quests, you have a chance to get Power armor plans, also doing Daily Ops for Power armor plans, up to T-60. Ultrasite is doing the queen, and hope you get the unlocks, for the limbs. Do the old Brotherhood of Steel Quest and get plans and the Leveled Ultrasite Power Armor. Become General in the Enclave, get the plans on a red terminal in the command area, for the X-01. I hope this helps.

after last big patch, PA are everywhere

One little known spot is by the downed Space Station Raider PA spawn point is at the top of the hill nearest it to the South? There will be an enemy there, most of the time Mirelucks.
Secret base under the Food plant (next to the spawn in the shack) has a locked spawn.
Used to be a spot in Savage Divide that spawned a "whole set" of Raider PA. I haven't found it lately. Doing the "Super Mutant" attack event by Foundation, you may have to walk back to Foundation because of all the armor drops.

If the pieces you are finding are underleveled then you probably aren't level 50 yet. I'd say don't knock yourself out searching and just use whatever you have until 50. At that stage begin your search in earnest.

At this stage in the game, most people aren't looking for sets of PA in the wild.

Do Miner Miracles and get the plans to craft Excavator PA.
Do a quest for Rosie and get a free set of Raider PA.
Do the quest from Fort Defiance and get a free set of Ultracite PA.
Do a quest from Fort Atlas and get a free set of Hellcat PA.
Do the quests for the Enclave and get the plans to craft X-01 PA.
Raid Vault 79 and get access to purchase T65 PA.
Run enough Expos and you can buy Union PA.

If you're down in the bog there's a set in a rail car at the flooded trainyard. Also the airport near charelston has one in the hangar.
