But this game is very picky about which cores it run on.

No, the i3-10105 is a newer generation CPU. According to gpucheck, the i3 and the GTX 1080 Ti are a perfect match and the CPU is not a bottleneck.

And according to gpuicheck, I should have 153 FPS in Fallout 76 with the CPU/GPU combo in 1080P on Ultra settings.

so the cpu is not the problem.
this totally is not the issue, im running 9600k with 3070 with no problem in any game
try this: open properties of fallout76.exe -> compability tab and put "run as admin + disable fullscreen optimization" - this also might help
what other things do you see in the task manager.
i have similar setup and works great, used to have an i3, it worked fine. While ago put an i7 in 3500k nice and cost less than $30 usd. But it didn't make big differnece.
You are going to want to check task manager to find your problem could be your cpu, memory, or almost anything,
all i know is i ran it on a system like yours and ran fine
