Some players use one of a couple of available glitches to speed up the process, so might do three in a row.
I have seen that happen before.
Additionally there is a holotape that you can access through your pip-boy that informs you of the silo states before you set off.
I think I got one after completing the Enclave quest but you can also buy one in the bunker.

Bethesda gave us the tools to see if a silo is on cooldown and players don't use it and then blame Bethesda there is not a way to see if a silo is on cooldown.
Each silo has a 3 hour cooldown between launches.
The missile silo state Holotape will tell you how long before each silo can be launched from.
A player character can launch all 3 on the same server if they want.
There is a character three hour lockout for each silo. Meaning you can’t launch from alpha, server hop, and then launch on alpha again with the same character.
Fair point. I would have completed "Officer on Deck" a year or more ago and I forget more than I remember these days :-)
