Targeting in VATS with a Controller

No binding to toggle VATS to different body parts with a controller? Have tried everything.

changing body parts while in Vats is the ..... brain fart ... it's one of the analogs, sorry I've been playing a lot of Starfield lately controls are slightly different.

I screw up all the time.
Because I use both joy sticks , most of the time.
Then in vats...
That moves my vats target.

No, it's the RIGHT stick in VATS, the one you move the camera with outside of VATS. You move your char with the left stick.

That works in Starfield when targeting but not in Fallout 76. Wondering if moving crouch to right stick affected it? I don't know. Just doesn't work for me in Fallout 76.
