Perk cards

I am at level 38 and maxxed out my strength i noticed i can't obtain perk cards for strength anymore. Is there a way to be able to obtain more? Whether by scrapping some of the strength cards i have or some mechanic i may not be aware of? I know at level 50 it will let me pick and choose, but i'm just curious if i'm able to continue getting heavy weapon perks or if i'm softlocked for now. Thank you to anyone who leaves any info.

When creating a new build do the points reset and i'll be able to put them in a different configuration or will they be set permanently in the same manner as my first build?

That is what the Punch card machine is for when you unlock it at level 25. By default you can save 2 loadouts and reset everything to 0 and start over.

You can unlock more loadout options in the atomic shop. It used to be permanent before the lock and loaded update.

I see, appreciate your response :) sometimes this game has a few confusing mechanics/ things it never explains well or tells you. As i learned today that power armor can be named along with this stuff regarding the perk points and cards.
