If you turn off the VSync and unlock your FPS it is a must to limit the max FPS of the game. If the FPS goes too high it will cause control issues like you experienced.
Turn off the VSync and then cap the FPS to something at or under your refresh rate and you should be ok.
If you have a Nvidia GPU you set a FPS cap for Fallout76.exe in the 3D settings of Nvidia control panel. For an AMD GPU it is in the AMD Adrenaline software.

Or try VSync set to fast instead of fully on. If you have a GSync supported monitor then turn it on for the game and use GSync instead as it is superior to VSync anyway for eliminating tearing.
Like many i have been playing at well above 60 FPS for years with zero issues. I have my game set to a 140 FPS cap with GSync and it works great.
