I don't remember the levels very well, as I just use the legendary perk card Master Infiltrator, which lets you pick all levels of locks and hack all levels of terminals. But you need to get a character to level 50 before you can use legendary perk cards.

They're different than other perk cards. You don't level them up, there's 3 for each skill that must be used in tandem.
Alternatively, there's a legendary perk card, Master Infiltrator, that will grant you the effect of all 6 cards and automatically open level 0 locks/hack level 0 computers when equipped. As it ranks up you can automatically unlock level 1 at rank 2, level 2 at rank 3 and at rank 4 all locks and computers pop open at your touch...including at player camps.
