they aren't easy to obtain in quantities so players who HAVE them in those want them in those and won't trade them

you can also find them at vendors... occasionally vendors mis-stock and have 25-50 of things

It's a farming daily thing to have reserves of those ... !!!

2 easy places while you do your dailies, Supervisor place (Davenport) and at Foundation ... .
