The recipes on the other hand are like 17,500 caps or something with max charisma.
I won't lower it to 200. I paid over 180,000 of caps for these plans. And it's actually not as easy to craft especially without Fallout 1st. That being said, i can give them for free to OP, since it is clear to me that he just want to make a build that he learned from Youtube. I don't know how to contact another player and invite him to the game and especially to my server.
So yeah, 350 through your vendor is within the expected range, but 200 is the norm through the marketplace. It's two entirely separate market values to be fair.
With the marketplace there is no server hoping and jumping from camp to camp looking for the needle in the haystack item you want. You literally just join the marketplace discord, tell someone what you want and meet them in-game for it. Simple. This route is almost always going to be the cheapest route and you'll get what you want without hunting someone with it listed in their camp vendor, but you have to deal with timezones and setup times to meet and with some people that can be a big issue.
As for contacting someone from Steam forum, just message them through Steam and swap game names and add them as a friend in the game and then you can join them on the same server in-game to trade/sell/drop.
At the end of the day caps have almost no value for players by the time they hit level 200 or so generally. Once you've bought the serum recipes and have the weapons you want, you stop caring about caps and they come quickly enough without concerning about them.
