The issue lies in the fusion cores indeed, well, more specifically in one particular fusion core.
When you leave your power armor and it gets stored in your inventory after a 60 second timer - you get back your fusion core from that particular power armor frame. If you then place it in the fusion core recharge station and recharge it - when you retrieve it, it will not stack with your other 100% fusion cores (already can see what's happening), if you don't drop this FC and pick it back up, when your current FC in your power armor runs out - it will switch to this buggy FC, and once it reaches 0%, it will not switch to other fusion core and your PA will be bugged. Then you'll have to drop all your cores and pick them back up.
So when you recharge this weird core that doesn't stack - just drop it and pick it back up and you'll never be locked out of your PA ever again. (tested it all multiple times and it can be reproduced with 100% success).
