That's not to say they're necessarily wrong. It just depends on exactly what you want. Some people have many hundreds or even thousands of hours in 76 because they like it enough to play that much. However, it's not identical to traditional Fallout.
Imagine a MMO but set in Fallout. That's basically the bulk of it. In fairness to 76, I feel like it plays a bit closer to traditional Fallout than The Elder Scrolls Online does to typical Elder Scrolls games, but I wouldn't say it's exactly like regular Fallout but online.
There is some story to 76 and NPCs with dialog, but not originally. 76 wasn't designed around that. That was worked in later. It's a welcome addition, but it wasn't hard-wired into the game's design. If you're expecting a load of story, you'll probably be disappointed.
Whether or not this is good for you depends on if you'd be happy with a Fallout-ish experience online with others.
That said, if you've played the other fallouts to death, as many of us have, this is a new game in the series with new things to do. And this one is particularly focused on repeatable content. And they are still making new stuff for this one (very slowly).
Regarding price, it routinely goes on sale for 80% off, so add it to your wishlist and steam will tell you when it's affordable.
After that, if you can get FO76 for free, then try it. Anyone who paid for it got scammed.

Just edit your savegame file to give yourself Nuka Quantum, lunchboxes, etc for free.
fo4 wins on almost every front but fo76 has online
There's no settlements, there are quests, and you can still build in your own little camp. It's a fine enough mediocre game you get from Bethesda, but I'd definitely wait until the game goes on a sale, usually goes down to around 10€ or 8€.
If you liked Fallout 4 you might like 76, it's best to buy it on sale, play for a bit (you do have 2 hours to try) and see if you like it.
The other option is watching gameplay videos and stuff like that.
If you do decide you don't like it, I do recommend trying the other games, but that's up to you.
Is F4 better than F76? Yesn't? There are a lot of things that F76 did better than F4 and many things that F76 wasn't able to achive due to it's online nature. But overall both games are fine and personally i think F76 world is far more superior to F4 world. There are more bioms, more unique design, a lot of eye candy. Gameplay is also better in F76. Namely because of S.P.E.C.I.A.L balance and unique to the series - mutations and nuclear zones. In F76 you can't get everything on one character, you have to compromise here and there. In F4 you don't have limits to lvls, so esentially you will get ALL PERKS in game on one character which will all work at all times.
F76 is much better in that regard. However, game is much easier than F4 due to online and difficulty can be named as "journalist level of entry". So F4 is much more challenging game even considering how unbalanced it is due to no limits to ammount of perks. Now where F76 trully shines - building. In F4 this mechanic is optional, while in F76 it's more or less essential and super fun if you are into it. Besides, in F76 it does make sense, while in F4 it barely does and is more of a gimmik option. I have to add, that technically you are able to control difficulty by perks, minimizing your damage and so on, so if you want more challenge, you can lower your damage output whenever you want.
Music is also better in F76. Radio is better, ambient is better, sound design overall is better. The main issue is a setting. It's a hit and a miss. And setting was the main problem of this game when it launched. Wastelanders did fixed some of it's problems, but it's not something that you can hide by introducing NPCs..
