Simulation, but yes. You also have to remember, the Sino-American war lasted more than a decade. The bombs dropping, despite being called the Great War, was just the very final part of the Sino-American war. As a continuation of an ongoing war, either side could have dropped the bomb (more likely the Chinese as they were losing). Or it could have been a third party. All we know for sure, is that once it started, everyone was using nukes.
