Otherwise, without perks its just dealing damage to limbs. Something all weapons do.
In that case, you are out of luck. I don't think any ranged weapon gets a bonus chance to cripple without perks. And if perks are being considered, it would be any shotgun with the Enforcer perk.
The harpoon gun gets no special ability to cripple. So any crippling it does on its own is just be dealing enough damage through normal attacks. Only melee weapons have built-in cripple chances. For ranged weapons, those all come from perks.
And again, as a ranged weapon the Pepper Shaker has no innate abiltiy to cripple beyond dealing enough damage to the limb. The same as every other ranged weapon. What make the Pepper Shaker great for crippling are perks, which the OP didn't want. With perks, as a shotgun, its great for crippling. Without perks, it is really no different from other ranged weapons. And in this case, as it is for scorchbeasts, it would be terrible as shotguns don't deal a lot of damage to flying scorchbeasts due to range issues.
Quad double barrel shotgun that does cold damage and freezes enemies. Lay down some shots with shotgun and then switch back to main weapon. Can be used with any build.
While he didn't say it directly, since he is mostly looking for a way to cripple scorchbeast wings, he is likely going with a melee build. The Cold Shoulder slowing down the scorchbeast won't help with that. Because even a very slow, frozen scorchbeast can still fly.
Why bother with crippling as a melee build? You want maximum damage output to take advantage of every second it's on the ground and crippling isn't reliable on SBQ anyway. The one thing that does work reliably is freezing damage.
If you want to fixate on crippling, you go with heavy gun build.
Either way, Cold Shoulder will work for any build. If anything, it'd be even more useful as a melee build because you can at least shoot while waiting for it to ground itself.
Because crippling brings them down to the ground so you can smack them. It isn't fixating on crippling - which is why he was looking for something to do it without perks. Why poke at it for a single point of damage/pellet when you can force it to land and properly smack it? That is why you want a way to cripple scorchbeasts as a melee character.
it has innate +25% limb dmg AND base 20% chance to instantly cripple the target. but yeah, long reload after each shot, so reload perk is kinda a must have
