Found randomly on the dead Civil War reenactor that wears the Civil War era suit as part of the Philippi's Cemetery Battlefield Revealed "object" random encounter in the Toxic Valley. The corpse will contain one of seven random plans. There is also a dead Civil War reenactor that wears the fisherman's outfit but this corpse does not have any plans.

My luck must be absolute ♥♥♥♥ then because i havent found a reenactor and in the events havent had any luck at all either haha

They had one up at the Fort on the top of the map when we first launched. To many Racists killed the Event.

Well thats a shame, would have been nice to have it still but it's understandable. I just like the gray uniform and wanted the hat to match. I noticed the bot near the gift shop has the hat and tried to kill it for the hat hahaha

The hat plan can also drop in mutated party packs from mutated events. Maybe that is what they meant?

I've seen them a few times. I didn't keep them, not really my thing.

Can't recall where it is, but I think there's like a destroyed museum somewhere (not a big one, like log cabin repurposed as museum). I recall finding the civil war stuff there.

Sure was, it may just be because my luck is low in game that i have yet to obtain it through an event or just by random luck finding the plan on the civil war reenactor. As i said i haven't even found one once haha and i've been running from the cementary to the museum for a few hours every day for the past week .

Yeah as someone stated before, people ruined previous now removed events that spawned it. I can imagine people are afraid to even want to have it in their inventory because they could be assossiated with something negative.

Yeah in the museum i've found the union uniform, confederate uniform, civil war era suit with the top hat, the musket and the flintlock looking pistol, but i think the museum doesnt spawn either hat. Only the dead bodies/ mutation events do and from the wikis description only one body of the possible two does.

Not really helpful, but I found one at a random grave site along with a suit and a walking cane

The ones that have hats/goggles on the tombstones
