Whats up with this place ive been going here since launch but in the past few months every time i go here in power armor i get stuck on everything

If your FPS goes too high you will get control issues when inside interiors. Happens more often in power armour. Interiors are an instanced space and are not rendering the entire world so the FPS is much higher.

Cap your FPS for the game to something at or below your refresh rate to fix it. Game has no option for this so you will have to do it through Nvidia control panel or AMD Adrenaline depending which GPU you own.
