There is a "Goodbye" emote, but it's just a hand that is also waving. (You can see all emotes animated in the atomic shop.)
Both gestures are generally the same but I feel the lack of Vault Boy makes the goodbye more boring. I usually just use the Hello for both as it's not hard to know when it's hello and when it's meant for goodbye. It's not like the emote displays text, so just ignore what it actually means.
Speaking of Text, sometimes I wish there was a text based chat system so we could say hello to our fellow vaulties with no mics and they could talk to us, etc but that's probably asking too much for an official feature.
