Neighborhood square shelter is not in my build menu

So, a LONG time ago I bought it using atoms.
and I had the shelter on my level 77 toon
but when I try to build one on my level 35 there is nothing
in the menu under shelter except the 2 vault lobby shelter entrances.

so...is the neighbourhood one level locked or what am I missing?

Have you done the quest to unlock shelters yet? It may be hidden until you do. There should be a poster at any train station, or you can get the quest by approaching the Isolated Cabin (I think it is called) near Vault 76.

Not for bought shelters, no.

OP, you have obviously tried switching both the smaller and the bigger shelter entrances like you do with walls?

Asking just in case.

Also, try checking for it in the Atom shop, you should see there that you own it.

I have created both the bigger and smaller shelter, yet the neighbourhood ones does not show. and in atomic shop it says "owned"

Again, have you tried cycling through the building like you do with walls to select doors and windows? Very important since you don't say you tried.

I have not, I don't quite understand what you mean, do I go through them and and mock place them?

Go to the last tab, which is usually your shelter entrance in the build menu. Use the ARROW keys if on keyboard and you will cycle between the different entrances. Cause not everything is up and down in the menu. Bethsda loves to make things overly complicated and confusing.

ahahahahaaa found out what was wrong, turns out shelter was hiding in the left,right part of the smaller vault door options

There are so many things "hidden" that way too. I noticed I had a lot of things unlocked but they were hidden behind the atomic shop items and I swore I had them unlocked.
