And the fact that you can´t earn additional opposum coins once you have done all the challenges, would make it highly unlikely that anyone would even sell that plan even if possible.
I think the backpack mods gotten from the Pioneer Scout vending machines are able to be traded. Its the ones gotten with gold bullion that can't be traded.
There are 2 daily quests (the one to collect bug parts and the one to clean up an area are repeatable daily quests) and an event (Campfire Tales) that are supposed to reward badges.
I am only dong the bug parts one if I am bored and the camp fire and was able to purchase the freezer mod and the high cap mod. I like the high cap as I am using Salt perk
The wiki says Pioneer badges. I'm not seeing anything that rewards additional tadpole badges. Just the first set of challenges.
Edit: Though apparently, the daily quests only have a chance to reward a Pioneer badge each time you complete them. So you may have to do them quite a lot to get enough badges.

You can Earn Possum badge by doing Campfire Tales ,Operation Tidy and Stings and Things but only after you finished the tadpole stuff
The mod sells for around 20k to 30K caps
Not very hard to get the tadpole stuff done if you pick the right badges so you can start earning these. I have just played so many hours my desire to do it all again is very low. If it is a first time i would recommend to just go and do it.
