Yeah, I believe it's to do with server lag when there are a lot of players in an area.
Jetpacking can send you into the stratosphere.
...but it can be managed when you know what to look for.
Judicious use of the jetpack jump button.
One of my characters doesn't care about it because it has a pair of acrobat limbs so can jump from on high without a care.
Edit:
It can be particularly bad at those events like the alien invasion, Fasnacht and the Mothman one.

I'm not saying it's mandatory to have two pieces of Acrobat on any non Power Armor sets. But it will keep you alive.

You can jump from any height and take zero damage.
As already mentioned, this is due to delays during large crowds of players and other game effects. You may have noticed that sometimes in such moments, even Action Points periodically become infinite.

With a jetpack, I always used - "Goat Legs" perk (Agility). It helped even at lowhp. Also, always turn on the jetpack before landing, it will soften the blow (but do not forget that there is a height from which nothing will help) :VBCOOL:

Welcome to OG Fo76 where jetpacks in any event meant 50/50 chance you'd meet the stratosphere
Thanks for the feedback guys!

You're just going to visit the Kovac Muldoon, it gets lonely in orbit (just like Thunderbird 5... Ok, I'm showing my age now...).
