Combat rifle plans or combat rifle location?

I'm looking where to get the combat rifle plan or where i can farm them for their mods for the fixer, Been farming scorched for days and they seem to rarely drop

If you can get to Watoga you can usually find a few strewn around the BoS locations.

Not as many as you'll need... but they are free.
