Fallout 76 is rather easier to learn than other games that offer this method but I'd still pick level 1.
Agree with this post... fun of this game is starting at level 1, also grinding to level up, just to enjoy the game I think. I really do not like all these donation box's around... makes it to easy to acquire stuff that people cannot use until they do level up anyway. Now I would not mind starting at level 20, if it will be only available for 2nd, to 5th characters. Maybe even 3rd to 5th characters... that would eliminate players from having to go through the grind all over again... Just my opine. :)
Level 20 start is best reserved for alts imo.
I don't believe any content goes away though

I only leave things in donation boxes that level ones can use, such as grenades, chems, non-perishable food, nuka colas, water, etc. Also sometimes plans.
Starting from level 1 you can start building your perk deck as you want it. There'll be some mistakes, but in making those mistakes you learn something.
Let's put it this way:
When GIVEN things, you do miss some sense of progression or achievement, and thus will make the game easier, leading to less challange and less sens of advancement. Why let others play the game for you?
Certainly the F76 Player Community is ~totally~ AWESOME and totally helpful which is great, but keep in mind your own fun-of-earning -learning-playing-advancing-acheiving.
My experience is based on my first playthough I made it up to level 332, when it did dawn on me so much was given to me, I accepted everything I never realized the (long term) effect that others are playing the game for me and I am not earning anything really, so Lvl 332 was kind of bogus.
So I stated over from SCRATCH, Level 1. Then I noticed there is still all that Loot in your inventory even to start with, so again less and also easier accomplishment.
I PURCHASED the game AGAIN so I may start with a totally clean slate, and it has been super-duper (see what I did there), and have been more conscience about receiving gift-loot form higher Ranked Players. (I did pay a sale price, so consider that too).
I also only PUT stuff into those red Community Chests, so far overcoming the temptation to take.
Now the game is so much more FUN because now the challange is there, the sense of progression is there, and self acheivement should not be overlooked.
If anything, you want to be level 50 for some quests because being below level 50 will nerf certain rewards.
Either way, whether you start quests at level 1 or at 100, it's pretty much the same experience. The only difference is that you'll be able to have level 50 rewards and you'll start with more cards to work with. That's it.
20 for returning players or those that know they don't want to play long.
Your level 1 to 20 will be gained by exploring The Forest region, completing Wayward Souls questline, and reaching becoming a Firebreather, South at the Charleston Firestation.
There are crucial game elements and mechanics that are worth learning in the low levels, instead of jumping in the game at level 20 with no knowledge of the world.
Mind you, enemies scale to player level and the enemies are a lot harder at level 20 than level 2.
Also a lot if 76 players are the type of people who just love to quickly rise in levels and jump inti the late game, but if you want to immerse yourself in the beauty of this game, then level 1 start is ideal.
