The other thing is this "expansion" was able to be done without any alteration to the in game map. The new area conveniently just fits between the other graphic elements on the map to the left and right. That is another reason why this area was chosen as it is much less work.
Nope. NCR was founded somewhere between the first and second Fallout games, which take place in 2161 and 2241, respectively. Though I wouldn't mind having the NCR flag to fly at my camp, lol.
Even my favorite Dogmeat wasn't born yet.
Reasoning behind this is someone on Reddit pointed out that Sacrament is now called Crossroads. Also that area on the map is clear of graphics just like the south was.
And to the east there's a rather big unused forest area.
Why not?
For one, previous Fallout games also had DLCs that where set in other states.
Besides, they already have scrapped any real geography anyway.
Shenandoah National Park is in Virginia, to the east of West Virginia.
