EDIT: Reload of the game, he went down 3 times and then started talking instead of getting his health back instantly.
I'm a melee build, which doesn't always work out great in all situations. It's not a bad idea to keep options available, to have a backup plan for when your usual strategy doesn't work out well. For example, I keep a sniper rifle and machine gun handy in case there's something I just can't reach with melee, like when SBQ decides she would rather not land ever, or in Eviction Notice when people hang out near all the spawns and mow them down long before I can ever reach them so I just pop them from afar with a single shot from my sniper rifle and let others finish the job. One size may not fit all.
i also did alt+f4, but after reload, i cant get in the building anymore because of the laserdoors. how did you handle thtat?
But here's my objection to NOT the advice but rather the DESIGN of the encounter : I don't have the perk cards, or the weapons, or even the means to make appropriate Legendaries for those weapons because, once again, I've accumulated 100+ cores but have only 2 modules. This freakish imbalance has been discussed many times on these boards so I won't belabour the point.
Point is : the game wants me to grind. Grind levels, grind for modules and grind perk points. For me, that's when the harsh realities of how FALLOUT76 is a "live-service" adjacent affair come crashing into my hitherto suspension of disbelief.
(It also offends my sense of immersion that this particular ♥♥♥♥ (and the sheep robot in that other questline) are way, way, WAY harder to kill than the Scorchbeast Queen.)
But, all in all, I've gotten 260 or so hours in the game, with about another 50 until I've seen every corner of the map! It's okay to never finish either of these two idiotic boss fights - I've got better ways to spend my entertainment time, including a rather large backlog of unplayed games!

P.S. it's not like Beth's quest writing is so great that I feel cheated from not "seeing the ending" so to speak! Hugo, since we're on this topic, is strictly weak sauce, writing-wise . . . lol.
I was pleasantly surprised that my relatively weak stealth build worked for the Site Alpha Silo, as I had read many posts - here and on Reddit - of people being advised to get a team together with lots of ammo.
On a lark I decided to go in solo and my Chinese stealth suit proved up to the task : I ended up having to destroy only 3-4 bots, not raising the alarm very much. Even the (very suspensefu!!) part where you have to keep the "Operators" alive for several minutes went without a hitch.
Point is : my build was viable.
Perhaps the makers of FO76 could implement an alternate solution to the Hugo boss fight, where if you're sneaky enough you can turn off his regeneration "machine" and only have to fight him once. For now, there seems to be no point in having any Perk cards other than those that serve builds for a straight-up brute force approach. Pity.
(I am not a very big fan of build. My player is usually naked so no armor or anything , though I have full 15 points in the strength)
First off all do not go up the ramp, it’s useless. I took out all his minions from the ground and then comes the trick part for Hugo.
1. The Hugo has a way of bending down if you come in the mele range of his. You have to be very close to him almost on his top. At that moment keep hitting on his head with the most powerful weapon you have got.
He will try to run away from you and shoot with his lightning weapon. So here comes the second trick.
2. On the ground floor there are several electrical panels and switch boards. Take him to their corner so that on his one side there is a panel and other a wall and in front you. (Just keep advancing towards him and he will push back, this way direct him towards a corner) Now he can’t go anywhere and he will again bow his head and keep shooting or mele at his head. There was a time I was doing nothing and just standing with him close to me stuck in the corner and he would keep speaking but couldn’t go anywhere. And as long as you are close to him he will neither fire the weapon nor will mele you. So just be at it and he will fall.
I managed to trick him in a similar position - he responded by summoning his goons. I fought them. I died.
Things is though - and I am NOT saying your advice isn't good! - if I don't have 15 strength and a good melee weapon (and the related Perks) then this technique just won't work.
Again : thank you for your input! But it seems to me that since the game is made with 7 attributes and hundreds of perks, I should be able to defeat the dude with some quick thinking NO MATTER MY BUILD, which is stealth (with the CSS) + auto rifles - at the moment a very potent Railway Rifle and a most satisfying Vampiric Plama pew-pew, with all Commando perks, Tank Killer, Grim Reaper, Adrenaline and a bunch of other related zingers.
This setup works just fine absolutely everywhere in game, including a full solo silo run and defeating the Scorch Beast Queen, which I finally did yesterday morning. It doesn't against Hugo, and also that weird robot near the end of the BoS storyline. Heck : I was even able to carry my own weight and help take down Earle Williams, a thing which I seriously doubted I could do when I followed a bunch of level 600+ (all of them clad in full power armour!) into the bowels of Hell itself . . .
I'm not bitter or anything, really! I'm grateful to have gotten hundreds of very enjoyable hours in FALLOUT76 - nothing is forcing me to finish those two poorly thought-out boss fights. I am saying Beth might have thrown me a bone lol!
Another broken quest unchecked and forgotten for months I guess..

Thanks, you save my quest. I try 2 ou 3 times with rifles and nothig. Cremator make all fight a walk in the park.
