Not all mods can be learned by scrapping weapons. Some mod plans must be found out in the world or are rewards from doing something. Assuming you meant the minigun, one of the barrel mod plans drops from the scorchbeast queen. Another can be found randomly in the Savage Divide, Ash Heap, the Mire and Cranberry Bog (which is like, 2/3rds of the map) in containers or as loot from boos type enemies.

So the Combat Armor Breastplate MODS cannot be obtained by simply disassembling it...

I never got the combat chest armor mods

You should be able to. I got combat armour mods from scrapping the pieces in the past.

Just super rare they have a .75 percent chance of being learned on scrap.

I think so too, the chance is very low.

You can only search through the world. I haven't entered the military base yet. I will refresh the military base every day in the future and try to dismantle more MODS.

Some of the combat armor mods can be learned through scrapping. Others, like the Shadowed or Brotherhood of Steel material, must be purchased. You can check the wiki to find out which mod plans are learned from scrapping, and which must be found/bought.

When you're at a workbench hit the toggle unlockable option (off memory it is v).

Now when you look at the weapon and mods you can see at the right what you need to unlock the mods.

If there are resources listed you know that plan. If it says Scrap: Weapon/Armour name you can learn via scrap. If it says Plan: you need to buy or earn somehow (note: not all plans are obtainable). If it says Scrap but nothing else... It is bugged.
