Because it was fun.
and enough people felt it was bad that so few people played it that Bethesda axed it as it wasnt popular.
I never played it, the whole premise of it made no sense with the nuclear fire engulfing the entire wasteland even though the wasteland was perfectly fine a few years later when you leave the vault.
and the most boring of Fallout. In FO3 and FO4 I have played multiple play throughs but in New Vegas I only ever completed one full playthrough, could never finish a second playthrough cause of the location. story was good, the location just was meh.
