There is a legendary perk that fills the meter as you kill things. And you can use things like Glowing Blood to fill the meter as well. It doesn't have to be one of the chems that has an addiction possibility. Any chem (except stimpaks) fills the meter.
Or just use some form of mentats (normal, orange, grape, or berry). Its addiction penalty is only -1 Charisma, and as a ghoul you already have a -10 Charisma penalty. Another -1 isn't going to hurt. All are craftable, and both regular mentats and berry mentats boost XP gain (from boosting Intelligence). Keep from becoming feral, and boost XP gains at the same time.
