Yes. I thought that only spends glow when you use it though.
EDIT: I took it off and my glow is still decreasing over time. I have no idea what is causing this. None of my player effects shown on the pipboy says radiation decrease. It's probably just another stupid Bethesda bug.
Do you have the Rad Specialist perk equipped? That one is known to be bugged. Even if it wasn't bugged, Rad Specialist is not worth equipping.
