What you should do is figure out what kind of player you want to be and then build your character around that with equipment and perks.
Hard for us to tell you what to do... but once you decide what kind of build you want, we can help with that kind of build as to what perks to go for. You can also use NukeDragon's Character builder to determine what cards to grab at what levels and what level you'll have your build finished in terms of cards.

thats one problem with RPGS that have so many differnt build options
first off once you hit level 35+ you can at punch card machines at train stations re-spec for free
thus it dosnt matter realy what you put your special into or such
the first 50 levels are you just getting Special to do whatever can help you out leveling at the time that you feel up to it
its considerd the new player / nub levels coz it dosnt matter realy
and when you hit level 51-300 thats when SPECIAL and such dos start to matter and such
Ideal rule of thumb is to get perks that increase the damage of w.e weapon type your using
Commando for Automatic rifles like The Fixer / Handmade Rifle, Combat rifle you get the point
Rifleman Perks for snipers and semi Autos
Wanna use shotguns there are perks for that

Not my experience.
notable loots perhaps early game?
1) Once you hit level 25, you can go to a punch card machine and move your SPECIAL points around so don't think you've completely screwed up if you put a point in the wrong column.
2) When you level up, you pick a special point, and then are given a list of Perk Cards to select. The cards it shows you are filtered by the SPECIAL you selected. So it looks like if you want a strength card, you must pick a strength point. Even if you don't want any more strength. At the Card screen, you change the filter so you can pick an Agility point, and a Strength card if you want.
EVERYBODY makes that mistake on their first character.
Habitually, you focus on melee weapons/hunting rifle/shotguns and what ever you have ammo for it ... . Don't craft/repair your weapons/armors, at low level, change them when you have a chance. A level 5 Leather armor part can carry you a long way ... !!! lol ... , I have carried a full set of level 5 spiked/pocketed leather armor, that a player (thx to him ... !!!) have crafted for me until level 25 ... !!!
Invest some perk cards to improve your damage and at level 25 or so, it's time to prepare for endgame builds ... .
You will, eventually, need a Power Armor, a Heavy Weapon and maybe change your "Rifleman" perk cards for the "Commando" one ... . It's your choice ... , always ... !!!
The "end game" builds are habitually finished around level 125 ... . Then, it's the long grind for the Legendary Perk Cards and all the Legendary attributes you want on your Power Armor/Weapons/regular Armor ... .
